Notice is hereby given that the City of Buffalo is currently preparing its Five-Year Consolidated Plan for Fiscal Year (FY) 2025-2029, Annual Action Plan for FY 2025-2026, and an amendment to its current and prior year Annual Action Plans.
The City will conduct a public hearing on the use of Community Development Block Grant (CDBG) funds, Home Investment Partnerships (HOME) funds, Housing Opportunities for Persons with Aids (HOPWA) funds, and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD).
The purpose of this hearing is to obtain the views and comments of citizens, public agencies and other interested persons relative to housing and community development needs that may be addressed by CDBG, HOME, HOPWA and ESG funds.
The hearing will be held at the following location and time: Thursday April 10, 2025, Dorothy J. Collier Community Center, 118 E Utica Street, Buffalo, New York, 6:00pm-7:30pm.
The Dorothy J. Collier Community Center is accessible to persons with physical disabilities. The City will provide appropriate accommodations for Disabled and Limited English Proficient (LEP) persons. Persons requiring special accommodations can make arrangements by contacting the City of Buffalo Mayor’s Office of Strategic Planning by phone at 716- 851-4707 or email at HUDadministrator@city-buffalo.com. Please contact at least five (5) calendar days prior to the meeting.
The City will consider any comments or views of citizens received orally at the public hearing or in writing. Written comments must be received by May 10, 2025. Send comments via email to HUDadministrator@city-buffalo.com or via mail to Buffalo City Hall, Mayor’s Office of Strategic Planning, 65 Niagara Square, Room 920, Buffalo, New York, 14202.
The Amendment will be available for viewing on the City’s website at https://www.buffalony.gov/324/Consolidated-Plan-Documents and in person at City Hall in the Mayor’s Office of Strategic Planning during the hours of 9:00-4:00pm Monday-Friday.
A second public hearing that will be advertised will present the proposed Five-Year Consolidated Plan and Annual Action Plan to the public. A copy of these documents will be placed on public display for a thirty-day review period on the City’s website https://www.buffalony.gov/324/Consolidated-Plan-Documents, at City Hall in the Mayor’s Office of Strategic Planning, and at the Buffalo & Erie County Public Library, 1 Lafayette Square, Buffalo, New York, 14203. The City will consider comments on the proposed plans prior to adoption by the City of Buffalo Common Council. In accordance with the Final Rule 24 CFR Part 91, et. al., the Five-Year Consolidated Plan and Annual Action Plan must be submitted to HUD on or before August 16, 2025.
