Notice is hereby given that the City of Buffalo (City) is currently preparing its Draft Annual Action Plan for Fiscal Year 2022 allocations and use of funds for the following federal programs: Community Development Block Grant (CDBG) funds, HOME Investment Partnerships (HOME) funds, Emergency Solutions Grant (ESG) funds and Housing Opportunities for Persons with AIDS (HOPWA) funds from the U.S. Department of Housing and Urban Development (HUD). The City has conducted a public hearing to obtain input on how these funds can address needs within the City in financial year (FY) 2022 and will hold a virtual public review hearing at which the results of prior community engagement regarding use of the City’s will be reviewed and the proposed plan will be presented.

The purpose of the public plan review hearing is for individuals and organizations to review and comment on the draft plan regarding the best use of CDBG, HOME, ESG, and HOPWA funds.

In accordance with the City’s Citizen Participation Plan, the City will hold a public hearing to review the draft of the Annual Action Plan on Wednesday, July 13, 2022, at 6:00PM. A copy of this notice will also appear on the City’s website.

The FY 2022 AAP contains the following major components:

1. Identification of federal and non-federal resources reasonably expected to be made available during the FY 2022 program year to undertake activities identified in the approved the City’s current Five-Year Consolidated Plan.
2. A list of activities to be undertaken during the FY 2022 program year to address community development and housing needs, including the geographic distribution of activities to be completed.
3.     Identification of homeless and special needs activities to be undertaken during the FY 2022 annual program period to address identified needs within the city.

The City will also accept input from the public via email to HUDAdministrator@buffalony.gov or in writing to the City of Buffalo, Office of Strategic Planning c/o HUD Program Manager, 920 City Hall, Buffalo, NY, 14202 as part of this public hearing.

The City expects to publish a summary of its proposed Annual Action Plan for FY 2022 on or before July 1, 2022 and a copy of the document will be placed on public display for a thirty (30) day review period on the City of Buffalo’s website at:https://www.buffalony.gov/324/Consolidated-Plan-Documents, in the City Office of Strategic Planning, and at the Buffalo and Erie County Public Library at 1 Lafayette Square beginning on or before July 1, 2022. Written comments to the Annual Action Plan are encouraged, and will be included in the City’s submission to HUD, which will take place on or before August 15, 2022. All comments must be received by July 31, 2021. This Notice updates a previous 2022 Annual Action Plan Notice that referenced a June 25 date of publication for the proposed Annual Action Plan.
