MINIMUM QUALIFICATIONS:

A) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in business related field and two (2) year of experience in contract or lease management; or
B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in business related field and three (3) years of experience in contract or lease management; or

C) An equivalent combination of training and experience as set by the limits of (A) and (B).

SPECIFIC REQUIREMENTS:

  •   Working knowledge of legal documents including leases and lease abstracts;
  •   Working knowledge of RFP/RFB processes;
  •   Ability to use Microsoft applications, with advanced knowledge of Excel, materialsmanagement systems and purchasing and contract management software;
  •   Ability to establish and maintain effective working relationships internally and withcustomers, vendors and other individuals outside of the organization;
  •   Ability to identify problems and recommend solutions;
  •   Ability to communicate effectively, both orally and in writing; ability to work independently;
  •   Ability to multi-task and prioritize work;
  •   Strong analytical and detailed oriented skills; capable of performing the essential functions ofthe position with or without reasonable accommodation.TYPICAL WORK ACTIVITIES:
  •   Participates in development of policies relating to contract procurement on behalf of theB&ECPL and relating to leasing and management of leased space;
  •   Serves as liaison between contracting and leasing organizations and Library Board of Trusteesand/or Administration;
  •   Leads tenant negotiation, tenant improvement and move-in processes, as required;
  •   Maintains a thorough understanding of all lease terms;
  •   Ensures tenants abide by lease agreements and that the property is used for its intent;
  •   Facilitates proactive and positive relationships with tenant decision-makers;
  •   Maintains thorough records of all property-related materials including lease agreements,account records, vendor contracts, access records, etc;
  •   Acts as a liaison between maintenance and tenants to be sure all maintenance requests areaddressed appropriately;

  •   Responsible for contract procurement process from start to finish; Ensures all Requests for Proposals and Bids (RFP/RFB) adhere to B&ECPL standards, including Minority/Women Business Enterprise (MWBE) standards;
  •   Reviews all proposals to ensure that required information and/or submitted forms are complete and included in the final document; works with applicable team to obtain the necessary documentation for RFP/RFB;
  •   Maintains tracking system detailing the progress and status throughout contract procurement and execution; Arranges for publication of final documents in newspapers;
  •   Identifies and resolves issues within the RFP/RFB submission process;
  •   Consults with internal stakeholders offering advice and provides input throughout the processto achieve milestones;
  •   Ensures quality and adherence to RFP/RFB specifications;
  •   Monitors completion of contractual obligations;
  •   Prepares contract and/or lease documents and submits to appropriate parties for signature;HOW TO APPLY:
